The purpose of the Citizen’s Bond Oversight Committee shall be to review the status of capital projects, bond expenditures, project schedules and the timelines of bond projects. If the Board approves capital construction projects from other resources, those projects will fall under the review of the committee.

The Board of Trustees adopted a Bond Oversight Committee Charter in order to give the committee direction and guidance in its activities.

Bond Oversight Committee Charter

Purpose
The purpose of the Citizen’s Bond Oversight Committee shall be to review the status of capital projects, bond expenditures, project schedules and the timelines of bond projects. If the Board approves capital construction projects from other resources, those projects will fall under the review of the committee.

Organization
The Citizen’s Bond Oversight Committee shall be comprised of fourteen (14) members and a committee chairperson. The committee chairperson shall be appointed by the Board President from a pool of candidates submitted by members of the board and one candidate from within the Committee itself submitted by the Committee.

The Committee Chair and other Committee members shall serve staggered three-year terms ending December 31st of each year. There should be a 12 month break for those who have served a 3 year term or those that have filled a 3 year term.

Seven members of the committee shall be nominated by the Board of Trustees individually. Each Trustee shall have the opportunity to appoint a committee member during their term of office. The committee members appointed by the board shall have expertise in the areas of finance, architecture, construction project management, or be active members of the PTA, Round Rock ISD Partners in Education Foundation or a site based committee. The remaining seven members of the committee shall be chosen from applications solicited from the Round Rock ISD community and shall be appointed by the Superintendent, with a goal of balancing the committee membership geographically. The committee shall function as an administrative committee.

Citizen members of the committee shall not be employed or currently under contract with the district. In the event that an individual does become employed or under contract with the district during the term of their office, they shall automatically be removed from the committee. If a member has a conflict with a particular topic addressed by the committee, they can recuse themselves from that discussion rather than resign. The Citizen’s Bond Oversight Committee shall meet at a minimum on a quarterly basis to review the progress of capital projects. The committee chairperson will also provide a quarterly Board report.

Objective
The objective of the Citizen’s Bond Oversight Committee is to review the expenditure of taxpayer dollars as prescribed by the bond project list and the management of bond projects. The committee shall also evaluate any proposed changes to the scheduled project scope of work to the voter-approved bond program and communicate with the Board of Trustees as necessary.

Duties & Responsibilities
The duties and responsibilities of the Citizen’s Bond Oversight Committee shall include the following, in addition to other duties and responsibilities as may be delegated to the Committee from time to time by the Board of Trustees.

Review the financial status of voter-approved bond program through periodic financial reports such as financial statements, investment reports, contracts, budget amendments, approved bid awards, associated debt, and other reports the committee may request of the administrative staff

Review the progress of voter-approved capital projects as well as other Board approved capital construction projects from other resources
through periodic staff presentations and reports

Review the expenditure of bond proceeds to determine the proceeds are being expended for the approved purpose

Review the Citizen’s Bond Oversight Committee Charter annually

Attendance

Regular attendance at the committee meetings is expected for all committee members.  If three (3) meetings are missed in any twelve (12) month period, a replacement member will be assigned to that committee position.
